The European Union has ratified the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD). In 2015, the United Nations Committee on the Rights of Persons with Disabilities (CRPD Committee) reviewed the work of the EU to promote and protect the rights of people with disabilities. After the review, the EU received recommendations on how to progress in the implementation of the CRPD. These recommendations are known as ‘Concluding Observations’.
In July 2016, the European Parliament adopted a resolution on the implementation of the CRPD with special regard to the Concluding Observations of the CRPD Committee. 10 different committees looked at the Concluding Observations and submitted opinions to the report, which gives a comprehensive overview of the progress and gaps in the implementation of the CRPD by the EU, article by article. In the spirit of the CRPD, the text of the report was drawn up with the involvement of disability organisations from across Europe.
In November 2016, the European Commission adopted a follow up to the European Parliament’s resolution on the CRPD implementation. The Commission also presented its Progress Report on the implementation of the European Disability Strategy 2010-2020 on 2 February 2017. The Strategy is EU’s main instrument to support the EU's implementation of the CRPD.
