Agreement reached to extend European Disability Card to third-country nationals

On 4 March, the EU institutions reached an agreement to ensure that third-country nationals who reside legally in the EU are eligible to receive the European Disability Card and the European Parking Card.

For technical reasons, this aspect of the Disability Card proposal was split off from the original proposal, which had already been agreed on 8 February. This second proposal has now also been agreed upon following a very fast round of negotiations between the European Union Institutions.

The proposal is comprised of only a short text extending the scope of the original proposal to include third-country Nationals, including asylum-seekers legally residing in the member states, as well as stateless persons and their personal assistants regardless of their nationality. There are also additional detailson the provision of information as well as intersectionality, similarly to the original Directive.

The content of the law is final but still needs to be officially adopted. The EU Council will still have to approve it officially, and the European Parliament will hopefully vote on it during its plenary session in April.
