Today, we launched a new Declaration on a disability-inclusive recovery and reconstruction of Ukraine, drafted in cooperation with the members and partners of the Ukraine programme (phase 2);
The new Declaration highlights that the rights and needs of persons with disabilities must be fully met and respected by policymakers and donors.
In the document, we express our support for Ukraine’s accession to the EU and urge the EU, the Ukrainian Government, the United Nations and the wider humanitarian community to ensure disability-inclusion in the recovery and reconstruction of Ukraine.
Our key demands include:
- Ensure participation of organisations of persons with disabilities in all decision-making processes, at all steps of recovery and reconstruction;
- Align and implement the UN Convention on the Rights of Persons with Disabilities;
- Pay attention to the most marginalised populations (including children, women, older persons, persons with psychosocial and intellectual disabilities, deafblind persons, persons with high support needs, those confined to institutional settings);
- Put accessibility for persons with disabilities as a core principle of the recovery and reconstruction process;
- Ensure timely collection of disaggregated data by disability;
- Prioritise the transition from residential institutions to community-based support for children, adults, and older persons with disabilities.
