Humberto Insolera Biography

Humberto Insolera was born into a Deaf family and has pursued education at various universities (Padova, Bristol, Geneva, and Washington D.C.). After graduating with a major in International Politics focusing on Human Rights, he actively engaged in delivering seminars, conferences, and workshops across different continents.

In 2009, he served as a Board Member of the European Union of the Deaf (EUD) and held the position of EUD vice-president from 2013 to 2017. Throughout his tenure at EUD, he actively participated in European Institutions, including sessions of the European Parliament Committee, the European Commission Conference on the European Day of Persons with Disabilities, and engagements in the Council of Europe. Since 2013, he has chaired the Accessibility Working Group. Dr. Humberto Insolera served as a Consultant on foreign affairs for the Ente Nazionale Sordi (ENS), acted as a Lecturer of Deaf Studies, and worked as an independent consultant.

He was a Member of the Expert Group on Human Rights for the World Federation of the Deaf (WFD). Additionally, he served as a member of the Italian Youth Committee and coordinated the first and second Italian Deaf academic conferences for deaf, deaf-blind, and hard-of-hearing delegates in 2011 and 2016. He actively participated in the UN CRPD Ad Hoc Committee meetings in New York and contributed to the implementation and monitoring processes of the UN CRPD both in Italy and at the European level through EUD.

In May 2017, he was elected to the Board of Directors and Executive Committee of the European Disability Forum (EDF), and he was reelected in 2022. He currently serves as the focal point of the EDF’s ICT Email Expert Group and Youth Committee, and Human Rights and Non Discrimination Committee member. His policy areas encompass Accessibility and ICT, assistive technology, youth policies, education, culture, tourism, recreation, leisure, and sport.
