The method for assessing disability, granting benefits, and providing social protection to citizens with disabilities varies substantially by Member State. Some disability assessment models focus exclusively on a medical or functional model of disability without consideration of environmental or social barriers. Furthermore, the variance of systems of assessment prevents recognition of one’s disability when a person moves from one country to another. EDF advocates for the implementation of the United Nations Convention on the Rights of Persons with Disabilities (CRPD), but how exactly would existing disability assessment methods need to change to be CRPD-compliant? This will be the focus of our webinar on the subject of disability assessment in the EU.

Objectives

  • Explore what the United Nations Convention on the Rights of Persons with Disabilities (CRPD) can tell us about how disability assessment procedures can uphold the rights of persons with disabilities.
  • Understand what different kinds of systems for disability assessment exist in the European Union, exploring what things work well, and what challenges they face.

Moderators

  • Haydn Hammersley – EDF Social Policy Officer

Speakers

  • Catalina Devandas, UN Special Rapporteur on the CRPD
  • Mark Priestley, Professor of Disability Policy at the University of Leeds
  • Gunta Anča, The Latvian Umbrella Body for Disability Organisations (SUSTENTO)
  • Nadia Hadad – Executive Member of EDF
  • Constantinos Charalambous, Department for Social Inclusion of Persons with Disabilities, Ministry of Labour, Welfare and Social Insurance.
