Completed BUILD: Improving energy performance and accessibility in buildings

The BUILD project goal is that new buildings and renovation projects in EU countries are inclusive of persons with disabilities.

Background

Accessible and energy-efficient buildings are vital for persons with disabilities, especially as populations age. Prioritising accessibility from the start or during major renovations is cost-effective and prevents long-term issues. Poor building conditions disproportionately affect those with disabilities, making thoughtful, inclusive design essential for health, livelihoods, quality of life and sustainability.

The revised EU Directive on the energy performance of buildings requires Member States to address accessibility in new buildings, major renovations, advisory tools, and training. It mandates accessible energy performance certificates and encourages involving civil society in renovation plans while ensuring energy efficiency efforts do not harm accessibility.

Objectives of the project

The key objective is that EU Member States respect their accessibility obligations under this Energy Performance of Buildings Directive. This will be done by providing training and resources to organisations of persons with disabilities so that they are meaningfully involved in national decision-making, are able to enforce legislation and raise general awareness on the topic.
