Call for Tenders: Production of Animated Video on Disability Inclusion in Human Rights Dialogues
The European Disability Forum (EDF) is looking for a service provider to produce an animated video on the participation of persons with disabilities and their representative organisations in Human Rights Dialogues (HRDs).
EDF aims to create a short, animated video that can be shared on social media and during advocacy activities (approximately 2–3 minutes long).

Purpose of the Video
The video is part of EDF’s advocacy and awareness-raising work to promote the meaningful participation of persons with disabilities and their representative organisations (OPDs) in Human Rights Dialogues organized by the European Union with partner countries.
The core message of the video is:
“Human Rights Dialogues are not just government conversations. Persons with disabilities and their representative organisations have a right to shape them.”
The video should explain in a simple and engaging way:
- What Human Rights Dialogues are and why they matter.
- How the European Union uses Human Rights Dialogues to discuss human rights issues with partner countries.
- Why persons with disabilities and their representative organisations must be consulted and involved throughout these processes.
- How disability rights are human rights and should be systematically included in Human Rights Dialogues.
- Examples of successful engagement by organisations of persons with disabilities that have influenced Human Rights Dialogues and related policy outcomes.
The animation should combine an accessible overview of Human Rights Dialogues with practical examples and visual storytelling that helps viewers understand how participation can lead to positive change.
The target audience includes:
- Organisations of persons with disabilities.
- Civil society organisations.
- EU institutions and decision-makers.
- Human rights advocates.
- The general public.
Requirements for Animation Studios and Conditions
- The video should be produced in 2D animation, with the final approach agreed based on accessibility considerations.
- The video will need to be captioned to ensure accessibility for persons who are deaf or hard of hearing.
- The video should include
- a professional voice-over based on a script developed by EDF in collaboration with the selected provider,
- International sign interpretation
- audio description.
- The selected provider should be available for revisions and feedback throughout the production process. EDF anticipates:
- Two rounds of feedback on the storyboard and script.
- Two rounds of feedback on visual concepts and character design.
- Two rounds of feedback on the animation draft.
- One round of feedback on captions.
- The script will be provided by EDF, although creative input from the provider is welcome.
- The provider should support the visualisation of policy concepts in a clear, engaging and accessible way.
Accessibility Requirements
The video must be produced in accordance with accessibility principles, including:
- Adequate colour contrast and colour choices that accommodate viewers with colour blindness.
- Clear visual hierarchy and readable typography.
- Subtle and non-disorienting motion and transitions.
- Audio description for sequences where important information is conveyed visually without dialogue.
- Background music, if used, must not interfere with the clarity of speech, captions or audio description.
- Consideration of cognitive accessibility through clear pacing, simple visuals and avoidance of unnecessary complexity.
Terms and Conditions
The selected service provider will be required to:
- Deliver the final video in agreed formats suitable for social media, presentations and web publication.
- Provide EDF with all source files, project files, visual assets, fonts and editable masters at no additional cost.
- Transfer all copyrights and usage rights for the final products to EDF while retaining acknowledgement as the original creator.
- Supply information regarding any stock assets used, including licensing information and source references.
- Carry out the work independently. Any subcontracting arrangements must be communicated in advance and approved in writing by EDF.
Budget
EDF has allocated a budget of up to €7 000 for this assignment.
Proposals should include a detailed budget breakdown.
While EDF remains flexible regarding the visual approach and final length of the video, compliance with the accessibility requirements outlined in this call is mandatory.
The video is expected to be launched as part of EDF’s advocacy activities on disability-inclusive Human Rights Dialogues during [insert period].
