Consultancy: Guidance for national DPOs and EU delegations

The European Disability Forum (EDF) is seeking a consultant to assist in developing guidance for national DPOs and EU Delegations on how to engage with each other regarding disability inclusive international cooperation, in line with the strategy ‘EDF in the World’.

The main output of the consultant will be to draft two toolkits, which presents data and recommendations on how DPOs can engage with EU Delegations and vice versa based on the experience of EDF, its members and partners. These toolkits will be disseminated widely as we will be built upon in the future as our knowledge in this field deepens.

Rationale

The European Union (EU) and all of its Member States have ratified the Convention on the Rights of Persons with Disabilities (CRPD), whose articles 11 and 32 on international cooperation and humanitarian action require the inclusion of persons with disabilities. With 140 delegations around the world, the European actions are global. It is crucial that EU staff are equipped with clear guidance to address the rights of persons with disabilities in all its work. It is also equally important for national organisations of persons with disabilities (DPOs) to be able to approach EU delegations and engage in sustainable dialogue based on inclusive practices and human rights.

Toolkits

Toolkit 1 for EU delegations focusing on the inclusion of persons with disabilities in all its policy work, communications and consultations. The toolkit will include, among other points:

  • Clear guidance on ensuring the representation of the diversity of persons with disabilities, including when EU delegations organise country dialogues and other civil society consultations.
  • Clear guidance on how to consult and involve persons with disabilities in policy files such as the implementation of the EUs action plan on human rights and democracy, the EUs action plan on gender equality, the implementation of the EU Disability Strategy, etc.
  • Key recommendations to adjust policies and activities within international cooperation and humanitarian action projects.
  • Suggested longer-term responses to systematically include persons with disabilities in EU work

Toolkit 2 for national DPOs and regional disability forums focusing on approaching and working with EU delegations. This toolkit will include, among other points:

  • Information about the functioning of the EU external action and other Directorates General (ECHO, INTPA and NEAR).
  • Information about the work of EU delegations around EU policies on international cooperation and humanitarian action.
  • Clear guidance/strategy on how to approach EU delegations
  • Suggestions on how to work with EU delegations (short and long term vision)
  • Information about the EEAS national country dialogues

Steps to take

The steps to develop these toolkits include:

  • Create toolkits for EU delegations, in consultation with EDF, IDA members, regional and national DPOs.
  • Have the toolkits designed, printed and translated in French, Spanish and Easy to Read (possibility to add other languages).
