EDF scorecard on the Hungary EU Presidency – Gaps in inclusion and accessibility despite good communication

From 1 July to 31 December 2024, Hungary held the Presidency of the Council of the European Union. But how inclusive was it for persons with disabilities? The European Disability Forum (EDF) monitored and evaluated its performance through a dedicated scorecard.

There was a good communication between EDF and the Hungarian Permanent Representation, and EDF was invited to speak at the main Presidency event on disability, a welcome step.

However, organisations of persons with disabilities were not meaningfully involved in shaping the Presidency’s priorities or events. Efforts on disability inclusion focused narrowly on employment and social inclusion, with limited attention to broader rights under the UN CRPD.

EDF scorecard on the EU Council Presidencies’ progress on disability rights

The EDF scorecard is designed to evaluate how effectively the EU Council Presidencies prioritise and address the needs of persons with disabilities within the EU agenda. It focuses on three key areas:  

  1. Disability inclusiveness 
  2. Inclusion of the disability movement 
  3. Accessibility 

The scorecard assesses the progress made during the Presidency, providing key insights and actionable recommendations to ensure the rights of persons with disabilities are upheld.
