The European Disability Forum (EDF) has been actively monitoring the use of the OECD Development Assistance Committee (DAC) disability marker to assess how effectively the European Union tracks and delivers disability-inclusive Official Development Assistance (ODA). The DAC disability marker is a key accountability tool indicating whether disability inclusion is a principal objective, a significant objective, or not targeted in EU-funded development activities.
EDF’s latest report, “No Time to Lose: Assessing EU Official Development Assistance (ODA) for Disability Inclusion, 2018–2023,” reveals that progress on disability inclusion has stalled. The analysis of 2023 data show a decline in disability-related spending and the complete absence of disability-related reporting by the European Investment Bank despite its substantial share of EU development finance. These findings highlight systemic risks of exclusion and the urgent need for stronger accountability and targeted investment.
Objectives
The objectives of the Launch Event:
- Present the key findings of EDF’s report “No Time to Lose” and highlight critical gaps in EU disability-inclusive ODA.
- Promote improved quality, consistency, and transparency in the use of the revised OECD DAC disability marker.
- Advocate for increased and more targeted EU investment in disability-inclusive development and humanitarian action.
- Foster dialogue among EU institutions, OECD, organisations of persons with disabilities and civil society to strengthen accountability and accelerate progress.
