Join us for “Global Inclusion”,  a vital discussion on advancing the inclusion of persons with disabilities in the budgets, programmes, and policies of donor countries. Hosted by the European Disability Forum (EDF) and the Global Action on Disability (GLAD) Network, this webinar brings together experts and advocates to explore strategies and opportunities for greater disability inclusion within international offices and delegations of donor countries.

Background Information

Donor countries have implemented diverse strategies within their international offices and delegations worldwide to advance the promotion of the Convention on the Rights of Persons with Disabilities (CRPD). These strategies vary in their ambition and vision when including persons with disabilities in policies, programs, and budgetary considerations, depending on the specific donor.

There are notable examples of effective practices across various donors, marked by clear strategies focusing on international cooperation and disability. For instance, the United Kingdom introduced a comprehensive and extensive strategy on disability inclusion 2018-2023. Ireland, Italy, and Finland stand out in their use of the Disability Policy (DAC) Marker, which scores how many of their projects address disability inclusion in the OECD database. Finland channels a large part of its disability-targeted Official Development Assistance (ODA) through Organisations of Persons with Disabilities (OPDs/DPOs), while the European Union (EU) has recently launched a comprehensive guidance note to support their staff in delegations worldwide on disability inclusion.

At the same time, it is important to note that we have a long way to go as ODA funding targeting disability-related projects remains low worldwide. In 2010, less than five percent of ODA funding targeted disability projects and programs. Meanwhile, between 2014-2018 less than two percent of aid projects targeted persons with disabilities. Specifically, international aid between these four years that targeted disability in some way equaled less than US $1 per persons with disabilities living in developing economies. The shortage of resources, particularly in the form of international aid dedicated to addressing disabilities, underscores the marginalisation of individuals with disabilities in the international development conversation. This situation underscores the imperative to promote increased involvement and engagement of individuals with disabilities and organisations of persons with disabilities (OPDs/DPOs) in future efforts.
