History of the #WithdrawOviedo campaign
In 2014, the Council of Europe’s Committee of Bioethics (DH-BIO) began drafting the Additional Protocol to the Oviedo Convention to regulate involuntary psychiatric treatment and placement. The Oviedo Convention is the only legally binding international treaty on human rights in biomedicine.
The draft faced strong opposition from disability rights groups, psychiatry survivors, UN experts, and internal Council bodies, who called for its withdrawal.
