Annex I – Methodology
The Human Rights Report on air travel was prepared by the Secretariat of the European Disability Forum (EDF) with the input from its members.
Research and data collection on airlines and airports was conducted by Daniel Casas and Kayley Bone between February and April 2025. This included:
- Reviewing the website information of 30 EU Airlines
- Reviewing the website information of 38 EU Airports.
- Asking EDF members (National Disability Councils) about the nature of the cooperation with the main airports in their country.
Research and data collection on the work of National Enforcement Bodies (NEBs) was conducted by Francesca Lo Castro between September and November 2024. This included:
- Sending a detailed questionnaire to 27 NEBs (19 NEBs replied)
- Verifying available information with 27 NEBs (24 NEBs engaged)
- Reviewing the website of 27 NEBs

The data on the experience of passengers with disabilities was collected through a survey between October 2024 and February 2025. The sample included:
- 251 participants. Among them, 97.2% were persons with a disability, 2.4% were relatives of persons with disability and 0.4% preferred not to disclose the information.
- Participants came from 36 different countries (mainly Europe)
- The disability representation of the sample was as follows: physical disability (47.4%); multiple disabilities (15.1%); visual disability (14.7%); hearing disability (5.2%); chronic condition / pain (4.8%); psychosocial (3.2%); intellectual (2.8%) and developmental (1.6%). 5.2% of the participants did not disclose their disability.
