Lessons from disability-inclusive response in Ukraine

EDF has been responding to the war in Ukraine, together with partners, since 2022. The programme was funded by CBM International and all direct partners are organisations of persons with disabilities (OPDs). 

This report presents some of the key learnings from this work. It shows the crucial role that persons with disabilities and their organisations have in humanitarian action and it highlights some of the steps that are necessary to ensure this is possible.

  • Flexible funding works: The funding model used here allowed quick adaptation to changing needs, reaching people who are most marginalised.

  • Lasting impact: Beyond crisis response, the programme strengthened the disability movement and influenced humanitarian policy.

This report also contains specific recommendations for EU institutions, humanitarian agencies and for donors.
