Pause lifted – time to engage!
In 2025, the pause was lifted and the Committee of Ministers resumed work on the draft Additional Protocol. In late January, they transmitted it to the Parliamentary Assembly of the Council of Europe (PACE) for an opinion.
While the opinion will not be binding, it will ultimately influence the Committee of Ministers when deciding whether or not to advance the draft Additional Protocol.
PACE is expected to issue its opinion by early October or early December. Following this opinion, we anticipate that the Committee of Ministers will make a final decision on the draft Additional Protocol.
