Victoria Biber Biography

Victoria Biber has studied law in Vienna, Linz (Austria) and Copenhagen (Denmark) and completed the international postgraduate Master Programme on Human Rights Law at the University of Vienna in 2022.
Since January 2024 she has been working in the International and European Department of the Austrian Disability Council in Vienna. She is, inter alia, responsible for all international and European policies including the coordination of the civic alternative reporting processes to the human rights bodies at the UN and the European level, with a specific focus on the CRPD and CEDAW.
Actively engaging in various working groups, e.g. International Development Cooperation, Humanitarian Aid and EU funds, she advocates for the inclusion of persons with disabilities. Additionally, Victoria collaborates closely with national and local legal and social policy departments, ensuring timely responses to legislative drafts at the EU level in coordination with members and partner organizations. Victoria has been extensively involved in the complexities of the European Disability Card, demonstrating a keen interest in shaping policies that promote accessibility and inclusion for persons with disabilities across Europe.
Also, Victoria is responsible for overseeing the Austrian Disability Council´s membership in the Children´s Rights Network in Austria, ensuring the active participation and representation within the network’s activities and initiatives.
Prior to her involvement in disability rights, she worked as a legal advisor for refugees, specifically focusing on children and unaccompanied minors. She provided legal counsel and assistance in navigating complex asylum procedures, ensuring that vulnerable individuals had access to proper legal representation and support throughout the asylum application process.
In addition to her professional roles in advocating for the rights of persons with disabilities, Victoria Biber has also been actively involved at “LEFÖ – Beratung, Bildung und Begleitung für Migrantinnen” – an intervention center for female victims of human trafficking.
