About the project
This project’s objective is to strengthen the Disability Climate Action Caucus (DCAC) – a global network advocating for the inclusion of persons with disabilities in climate policy. Over six months, it will build the Caucus’s governance, capacity, and visibility, laying the groundwork for its recognition as an official constituency within the United Nations Framework Convention on Climate Change (UNFCCC).
Background
Persons with disabilities, 16% of the world’s population, are among the most affected by the climate crisis, yet they remain excluded from adaptation plans and decision-making. Inaccessible evacuation systems, higher poverty rates, and exclusion from policy processes worsen risks.
Since 2021, the DCAC has grown into a network of 73 organisations across all regions. In 2025, EDF and the International Disability Alliance (IDA) worked together to support the disability community to attend the COP20 in Azerbaijan. This year, we want to ensure the next step: moving from short-term, volunteer-led efforts to a structured and sustainable platform.

Project news, outcomes and deliverables
- Strengthen governance and coordination of the Disability Climate Action Caucus.
- Build OPD (organisations of persons with disabilities) capacity for climate advocacy.
- Produce updated research and mapping on disability inclusion in climate policies.
- Organise training and support meaningful participation of persons with disabilities at COP30.
- Advocate for DCAC recognition as an official UNFCCC constituency.
