Empower Ukraine worked towards the better inclusion of at-risk internally displaced persons (IDPs), returnees, veterans, older people, single-headed households, adults and children in institutions, and members of host communities with and without disabilities in specifically six oblasts (regions) in Ukraine. It ended in May 2026.

The Project in Brief
Access to improved living conditions and inclusive humanitarian assistance are basic rights for all people. The “Empower Ukraine” project worked towards the better inclusion of at-risk Internally displaced persons (IDPs), returnees, veterans, older people, single-headed households, adults and children in institutions, and members of host communities with and without disabilities in specifically six oblasts (regions) in Ukraine. We worked on the sectors of Food Security and Livelihoods, Protection, Shelter and Health (including mental health).

Our five actions:
- The provision of cash and voucher transfers for food, non-food items and shelter.
- Strengthening access to inclusive primary health and rehabilitation services.
- Providing inclusive Mental Health and Psychosocial Support Services (MHPSS) at the community level, including strengthening of referral mechanisms.
- Raising awareness of the rights, humanitarian needs and best interests of persons with disabilities within and outside the humanitarian coordination system.
- Strengthening the capacity of the local partners to manage a scaled-up humanitarian response for the target group.
Results
- €1 419,016.03 provided in cash to persons with disabilities in Ukraine
- 11 483 people transported to health care
- 2 693 people provided with assistive devices
- 1 221 health professionals trained on disability inclusive psycho-social first aid and mental health and psycho-social services
- 1 897 people working in humanitarian action have increased awareness of disability rights
Location
Ukraine: In Oblasts Volyn, Chernivtsi, Ternopil, Ivano-Frankivsk, Poltava and Cherkassy.
Funding
The project was funded by the German Federal Foreign Office (GFFO) and the Christian Blind Mission (CBM). 4.800.000,00 EUR – from 1 July 2023 to 31 May 2026.
CBM Italia has further contributed to the work of EDF allowing us to continue our advocacy work in 2026.
