EDF calls for inclusive and participatory response to humanitarian crises

Following the Annual General Assembly in May 2023 and the June 2022 resolution approved at the 2022 General Assembly, with this Resolution we wish to bring attention again to humanitarian crises around the world and their continued disproportionate impact on persons with disabilities.

The document refers to, among others, the wars in Sudan, Ukraine, and Armenia/Azerbaijan, the earthquake in Turkey and Syria, and the flooding in Pakistan and Italy.

In the Resolution, we call on national governments, the European Union and the United Nations to implement the already existing policy and tools to foster inclusive disaster preparedness and response, and to, among other things:

  • Prioritise meaningful participation of organisations of persons with disabilities (OPDs/DPOs) in all humanitarian decision-making processes, recognise and support their work;
  • Implement the IASC guidelines on inclusion of persons with disabilities in humanitarian action, at all stages of the humanitarian programme cycle;
  • Disaggregate assessment and monitoring data by gender, age and disability in order to understand the impact of the event on all of the population and how to reach everybody in response.
