Terms of Reference for Consultant – Disability Inclusive Emergency Preparedness and Response

Background

The European Disability Forum (EDF) seeks to engage a consultant to support its involvement in the World Bank and Global Facility for Disaster Reduction and Recovery (GFDRR) technical assistance project under the UCPM Technical Assistance Financing Facility (TAFF) for Disaster Prevention and Preparedness.

This initiative aligns with the EU Preparedness Union Strategy (2025) and the European Disaster Resilience Goals (DRGs), aiming to strengthen inclusive disaster preparedness and response across UCPM Member and Participating States.

The project focuses particularly on Action 33: developing guidelines for emergency response adapted to all types of disabilities. EDF’s engagement will ensure the perspectives and needs of persons with disabilities are fully reflected in the project’s deliverables.

Objective

The objective of this consultancy is to provide technical expertise and support to EDF in contributing to the World Bank-executed TAFF project. The consultant will support the development of a diagnostic report and stakeholder mapping, facilitate consultations on disability-inclusive emergency guidelines, and review training materials for first responders, all with a focus on accessibility and inclusivity.

Scope of Work and Tasks

Under the supervision of EDF and in close coordination with the World Bank team, the consultant will be expected to perform the following tasks:

  1. Diagnostic and Stakeholder Mapping
    1. Conduct desk research and data analysis on disability-inclusive emergency preparedness and response across UCPM Member and Participating States.
    2. Prepare an evidence-based diagnostic report (maximum 20 pages, excluding annexes) that identifies gaps, needs, and good practices, aligned with the UCPM Peer Review Assessment Framework.
    3. Develop a stakeholder map identifying key actors, agenda champions, and groups relevant to disability-inclusive emergency management, presented both narratively and visually.
    4. Document the consultation process, including stakeholders consulted and methods used (surveys, interviews, workshops), and summarize key inputs received.

Timeline

The consultancy is expected to commence 1 November and finish at the end of December 2025.

Reporting and Supervision

The consultant will report to the EDF International Cooperation Manager and coordinate closely with both EDF and the World Bank team. All deliverables will be subject to at least two rounds of review and feedback.

Required Profile

  • Demonstrated expertise in disability rights, inclusive disaster risk management, or related fields
  • Experience with stakeholder engagement and consultation processes, particularly at the European or international level
  • Strong research, analytical, and report-writing skills
  • Excellent communication and facilitation skills
  • Fluency in English; knowledge of other European languages is an asset
