Disability-Inclusive Cash Feasibility Assessment Report

The National Assembly of People with Disabilities in Ukraine (NAPD) in collaboration with CBM Global Disability Inclusion and the European Disability Forum, developed a report that illustrates a Cash Feasibility Assessment conducted on adult internally displaced people (IDPs) with disabilities in Ukraine.

The assessment, based on an independent survey conducted in May/June 2022, is intended to offer an understanding of cash-related barriers and protection risk factors that can hinder access to multipurpose cash (MPC) grants amongst displaced persons with disabilities. It has been produced in the framework of the EDF Ukraine programme funded by CBM.

The outcomes demonstrate that emergency livelihoods support is highly needed and appropriate given the income loss all IDPs with disabilities have experienced since their displacement and that unrestricted cash is the preferred type of assistance by IDPs with disabilities.

As there is not one single cash delivery mechanism that fits all needs, the report recommends modalities of support that reflect the diversity of the population. Among them, planning and budgeting for appropriate support for persons with disabilities to access cash assistance, putting in place a referral mechanism for specific needs and considering additional cash modalities for customised support for persons with disabilities.
