The European Disability Forum (EDF) and the International Disability and Development Consortium (IDDC) have developed a joint response towards the external action component (Chapter 6) of the European Union (EU) Strategy for the Rights of Persons with Disabilities (2021-2030):

Overall conclusion 
EDF and IDDC welcome the new EU Disability Rights Strategy and its recognition of the importance of disability inclusion in all external actions. However, our overall conclusion is that chapter six on “Promoting the rights of persons with disabilities globally” is incomplete and inconsistent, falling short on the specifics. It has also no clear timeline.
In its current form, the Strategy will not facilitate the development or implementation of global policy and programs in a way that is in line with EU and Member States’ obligations under the Convention on the Rights of Persons with Disabilities (CRPD).

Main priorities and detailed recommendations
EDF-IDDC joint response summarises proposals and recommendations around four priorities:
•    Meaningful participation,
•    Coordination,
•    Means of implementation,
•    and Leadership.
The Annex contains a deeper analysis of these topics. It details how to ensure participation of organisations of persons with disabilities (DPOs) in implementation and monitoring of the Strategy, including in EU delegations, as well as providing additional recommendations that include the need for full accessibility at all levels, disaggregation of data by disability, investment in training, consistent use of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) disability policy marker and development of an effective External Action Plan on Disability.
