A disability-inclusive Artificial Intelligence Act: updated guide to monitor implementation in your country

This is an updated version of the European Disability Forum (EDF)’s comprehensive guide on the AI Act implementation. It supports organisations of persons with disabilities in understanding, implementing, and monitoring the European Union’s Artificial Intelligence (AI) Act in their countries.

This toolkit explains how organisations can contribute to the implementation and monitoring of the AI Act, and how to advocate for the rights and interests of persons with disabilities in the development and use of Artificial Intelligence.

Why an updated version of the toolkit?

We updated Version 2 of this toolkit to include the latest guidelines and documents from the European Commission related to the AI Act. These were published after Version 1 was released in October 2024. The new documents include:

  • Guidelines on prohibited AI
  • Guidelines on the definition of AI systems
  • Guidelines on the scope of obligations for general-purpose AI systems
  • Draft guidelines on reporting serious incidents involving high-risk AI systems
  • The General-Purpose AI Code of Practice

Version 2 of the toolkit is based on the AI Act, which became law in the European Union in August 2024. Although the Act has been adopted, some details still need clarification. The European Commission is publishing guidelines and delegated acts to explain and complement parts of the law. These updates may affect organisations of persons with disabilities.

We will continue to update the toolkit as new information becomes available. Our goal is to provide the most accurate and useful guidance.
