Recommendations for the EU Gender Equality Strategy 2026-2030

The European Disability Forum (EDF) presents this position paper to advocate for the full inclusion of women and girls with disabilities in the upcoming EU Gender Equality Strategy 2026–2030. Representing 29.2% of the female population in the EU, women and girls with disabilities continue to face systemic exclusion and multiple forms of discrimination in all areas of life from education and employment to healthcare, justice, and political participation.

This paper outlines concrete, actionable recommendations to ensure that their rights are not only recognized but prioritized within the Strategy. It calls on EU institutions and Member States to adopt an intersectional approach to gender equality. One that addresses the unique barriers faced by women and girls with disabilities and promotes their full participation in society.
