The Ukraine Recovery Conference (URC) is an annual high-level event, launched in 2022, that brings together governments, international institutions, civil society, and the private sector to coordinate support for Ukraine’s recovery. Each year, the conference is hosted by a different partner country in close cooperation with the Government of Ukraine and the European Commission.
For Ukraine’s future, the URC plays a crucial role in shaping the political and financial frameworks of reconstruction. Ensuring that the rights of persons with disabilities are fully integrated into these processes is essential for building an inclusive, democratic, and resilient society.
The European Disability Forum (EDF) has been participating in the URC since 2023 in various capacities. Together with our Ukrainian partners, we have built advocacy activities around the conference to highlight the importance of disability-inclusive recovery and to ensure that organisations of persons with disabilities are recognised as key actors in shaping Ukraine’s reconstruction.
Since 2023, Ukrainian organisations of persons with disabilities have been actively engaged in the Ukraine Recovery Conference. From 2024, EDF representatives also joined to strengthen advocacy at the European level. Here you can find our articles and reports from the conferences in different years.

The URC 2025, held in Rome on 10–11 July, included, for the first time, both a side event and a panel that addressed disability inclusion.
Disability rights were formally addressed for the first time in Ukraine Recovery Conference (URC) history, in July 2025 not only in a dedicated high-level side event but also in one of the main conference panels. EDF welcomes this breakthrough as an important first step.
This section gathers EDF’s key recommendations for donors, businesses, and partners on ensuring that Ukraine’s recovery and reconstruction fully respect the rights and needs of persons with disabilities.
