On 5 June, there is exactly one year left for the Directive on the European Disability Card and the European Parking Card to become national law in all EU countries!
The EU adopted the European Disability Card Directive in October 2024. Since then, countries have worked on its ‘transposition’ (passing the EU law into their national laws) to ensure that the Cards can be given to persons with disabilities by 2028.
The EU has set a first deadline on 5 June 2027 for this to happen. By this date, EU Member States should ensure that the necessary laws are in place to set up the distribution systems and criteria for the Cards. Cards should be fully functional (and accepted) by 5 June 2028. Two years from now.
Progress so far
We are not aware of any Member State that has published a draft law. Thanks to our members sharing updates through our “Transposition Tracker”, we know that:
- only 9 Member States have done or announced public consultations on the Card: Cyprus, Italy, Luxembourg, Malta, the Netherlands, Romania, Slovakia, Slovenia, and Sweden.
- Many Member States have not yet engaged with Organisations of Persons with Disabilities (OPDs) regarding the transposition
In some countries, such as Italy, Belgium, Estonia, and Slovenia, a pilot version of the Disability Card. But even there, the law will still need to be officially transposed.
Developments at EU level
At EU level, we are now waiting for the publication of the Delegated Act. It is a supporting regulation that provides technical details on the digital version of the Cards and the secure use of QR codes on them. We have provided feedback to the draft law back in April.
