This toolkit is designed to support persons with disabilities and their representative organisations by providing a clear overview of the two recently adopted EU Directives related to the European Disability Card and the European Parking Card:
- Directive (EU) 2024/2841 establishing the European Disability Card and the European Parking Card for persons with disabilities.
- Directive (EU) 2024/2842 extending the provisions of Directive (EU) 2024/2841 to third-country nationals legally residing in a Member State.
In addition to explaining the content of these new laws, this resource offers practical guidance on how organisations and advocates can help strengthen national legislation during the transposition process, ensuring stronger rights and protections at the national level.
The toolkit is divided into two parts:
